The starting point these days is to understand that as Covid-19 is entirely known, both travel insurance and future waivers may be much less forgiving. E.g., if the flight operates but you do not fit the criteria for traveling at origin, connections or destination, you may well be SOL. This means that one must be prepared to accept 100% of the risk going forward.

With that said, if BA had an inkling of what June looked like, it would lock its schedule in. But, BA does not because nobody does. Moreover, even if the legal restrictions are relaxed, it may well be many months before many people are prepared to travel other than for essential reasons. Thus, demand may be "soft" for as long as 18-24 months.

One ought to book what one feels comfortable booking, whilst paying close attention to all aspects of risk, who bears it and what policies remain in effect.
