I don't think this will work unless one is using a USA-based SIM card in the phone. Any time I've switched to a foreign-based SIM card, my Uber account fails to display the AMEX credit or - if it does - tells me it's not available.
It works for me using my French phone in the US. As long as your Uber account is tied to your Amex it should be ok.
And thanks to all who have posted about Uber Eats. I have never used this service but I just realized that I will probably waste my April credit from not taking any rides. I didn't even realize that I could use it to order a meal.
