The last two times I switched, and all the offers I have seen since, have the same rate plans as everyone else. The old "2 year commitment at a higher rate to make up for a free phone" did indeed go away several years ago. But they are still giving away/discounting phones to induce customers to switch. They old model was an ongoing cycle for all customers.
That's why no carrier will ever ask me to switch because of my extreme low monthly rate. Even my own carrier will simply ask me to buy the phone in full cash or buy it elsewhere.
