Not necessarily: the iPhone 12 is heavily rumoured to come in a 5.4” full-screen flavour, which has been mocked out to be about 7mm shorter & 3mm less width-wise than the iPhone 6 form factor. Larger than the iPhone 5 family, but this could end up being smaller than the 2020 iPhone SE.
