Can’t just pull seats out and load cargo as the planes were not designed to do that. Oxygen/Smoke/Fire suppression systems are significantly different in cargo versus passenger specific aircraft. Like others said upstream, there most likely will have to be some sort of trained fire suppression crew to monitor the cargo in flight.
