The only time in history I've heard of QF charging for domestic excess baggage (and this may/probably is a media beatup) is that Australian Idol chick being charged. It's rare as hens teeth that they charge excess baggage for domestic. The only exception I've heard of is if you're doing a domestic leg of an international route - and even then it's not common.
