I was wondering if there was any way to sign up for Hertz gold plus while being under 21. I know on the signup page it say there are exceptions but I'm not sure what those are. I am also aware that it might be possible to do it through usaa however I am not a member and I can't find a link to any sign up page.

Any help would be very much appreciated!
