I posted something in another thread a few weeks back, and someone cited the FAR about # of seats, not actual pax load dictates amount of FA's required. But does running only cargo make that null?
if there are no pax, there shouldn't be any need for FA's. CO use to run baggage charters to Mexico with bags in all the seats, but only pilots. No difference than a maintenance ferry or reposition flight.

If they put one pax on the plane, then you'd have to min staff based on amount of seats.
