Why not Sydney? Is there more hotel quarantine capacity in the other cities?
I think it is because the workforce at SYD International is separate to SYD Domestic. They have already stood down the entire workforce at SYD International when they ceased international flights and don't want to recall them.
The workforce at MEL and BNE are shared. They can use the limited staff they had retained for domestic operations, to service these flights.
