You can definitely call Chase and transfer a credit balance from one Chase card to another Chase card. When I did it, I believe it took 1-2 days.
However, I am not sure if this activity would count toward a minimum spend requirement to qualify for a signup bonus. Mut gut would say no, but I would call Chase and document who you speak with if they say differently. Good luck and stay healthy.
