I don’t even believe you spoke to an actual agent at the location your rental originated from, or at RIC. Both have ultimate choice so neither has a direct line and transfers to the central call centers; heck, even if you has the number for the direct line, there isn’t any staff nowadays at the counter to answer anyways!
If you called the PC line about a mechanical, are actually a PC member, and were going to another UC location to swap, I find it impossible that they told you, you cannot use PC again.
An exchange is basically awaiting a new vehicle assignment. They can assign you anything; another selection off PC being the easiest to process.

Exactly this. Yes, a Manager could certainly override, but I don’t even think that’s necessary; the one or two times I’ve had a mechanical with Hertz as a PC member, they went above and beyond and let me pick anything on the lot, as a recovery gesture
I am pretty shocked that the OP received a high enough mileage vehicle as a PC member that the check engine light came on - for most cars, this light doesn’t come on until 80-100K, as it usually indicates serious issues, and as many maintenance issues as I’ve seen in rental cars - never seen a check engine light come on before

Really? When each location has thousands of unused cars right now, their protocol is to be difficult towards PC members who are having mechanical issues? I don’t think so; I’m guessing you just experienced some of that ‘Newark charm’ as well as the agent just making stuff up.
