I have a booking in Milan in the next few days where the hotel is refusing to give a refund, saying they will only give a voucher. They keep saying they wont give a refund due to Decree 09/2020, but never expand on that - does anyone know what this is and if it actually stops them issuing a refund? Ive not really been able to find anything about it. Its particularly confusing as IHG have been broadcasting that all bookings could be cancelled.
