I'm thinking about booking the cheapest fares with Delta using points (and our friends would using cash). Award flights are treated differently than regular bookings under the waiver. You cancel yourself and get the miles redeposited for free along with a full refund of taxes and fees, the flight doesn't even need to be cancelled or anything (Under normal conditions its $200). I've cancelled a couple awards in May.
Your friend would only get a voucher if they paid with cash unless the flight itself is cancelled.
