"spend is very minimal" sounds like the key. You have multiple cards, are a multi-year cardholder, and have shown that you don't use the card and won't cancel even if you don't get an offer. Probably the system has decided that there's no point in making you an offer. You might try putting some more spend on one or two of the cards for a number of months and then see if that makes a difference next year.
