Thank you for the report! Apparently, this is a recent rule that I missed, as quoted here (a couple of pages up)

I still think it is a little odd to be able to get an instant ETC if everything goes right on the website, but forces us to wait 5+ days if they have a technical issue or if we are in a situation where we must call to retrieve an ETC (through no fault of our own)...
