UA has a customs facility within the C concourse itself if you are connecting to a UA flight with no checked luggage (but you can use it if you're *not* connecting to a UA flight and have no checked luggage as well).

Why is it more tolerable? Have you been to customs at IAD ever? It's a mess. A pigsty is more attractive (and cooler, too). The 10th Circle of Hell is a delight compared to this trashcan. Moonbuses keeping people stuck on them because there's no room in the the facility because it's too jam packed with people, too few agents for passport-control (thank Providence I'm a US citizen - I pity the foreign nationals who have even fewer agents), not enough baggage carousels, etc. It SUCKS OUT LOUD! My next several international trips between now and the end of the year have me flying through ORD and into DCA because I refuse to deal with IAD customs. Less effecient, yes, but much easier on the blood pressure.
