It is not about whether AA is willing to rebook or not. Regardless of the COVID-19 situation, if one of your flight get canceled, you can request reasonable changes and/or a refund.
However, this is not about that. It is about the fact that there is no flight to rebook at all. AA's route to Croatia is the one and only U.S. flight to Croatia. If the flight is cancelled, that means AA can't get you all the way to Croatia without partners, such as BA/IB. But there is another problem - it means that the entire route has to be re-constructed. Also - BA/IB may not have the necessary award inventories available, especially when most of the TATL flights have been cancelled due to COVID-19.
Let me figure out how to break this to you: There is a specific rebooking provision with AA that I have used before in this scenario. Where a flight to/from a particular destination is cancelled, AA will allow rebooking out of or into a nearby airport. There is a specific mileage amount involved in the substitute airport. I would not be asking AA to open inventory on another carrier. I would be looking for an airport within that range, if one exists, where AA metal flies and asking AA to move me to that. I am looking for someone who knows that specific provision before I call AA.
