Refund rules with OTAs and multi-airline

I am pretty aware of the US DOT rules regarding refunds in situations where the airline is the one to cancel the flight. However, in this situation how does it affect the refund if the following is true:

- The ticket was booked through a OTA. Does the OTA have an obligation to fully refund the ticket price? Are they allowed to keep a cut of the refund amount for their services or do they have to send the full refund to the customer?

- My flight is on an NZ ticket with a BA segment (NZ 2, BA 850) hwoever on an NZ ticket, if there are multiple airlines on the ticket then I am assuming that for refund purposes the 2nd airline isn't my concern since the ticket issuing carrier has the responsibility to refund the amount that was paid to them and it's their problem to deal with the cancellation of the segments on other airlines. In this case the NZ segment will be cancelled (as NZ as indicated they are permanently cancelling that route) and the BA segment will most probably not be cancelled.
