There are currently no flights between AMS and FCO. Neither KLM nor Alitalia, the two airlines operating this route, are currently operating it.
The KLM website suggests flights may start on Saturday, but I would not expect the route to come back for some time.
I would advise your friend to
arrange something officially, rather than attempting to travel on spec. Do not just "turn up", nor attempt to "turn up". Make contact with the authorities who can determine where your friend is most needed, and where they can assist in getting her/him there.
As of 22 March (*23 March), KLM will no longer fly to the European destinations listed below until further notice:
Alpine countries: Graz and Zagreb
France: Montpellier
Central Europe: Gdańsk, Cracow* and Wroclaw*, Kiev and St. Petersburg
Germany: Dresden
Italy: Bologna, Rome, Florence, Genoa, Milan, Naples, Turin and Venice
Nordics: Ålesund, Kristiansand, Linköping, Sandefjord and Växjö
Spain/Portugal: Porto
Turkey: Istanbul
United Kingdom and Ireland: Belfast, Inverness, Humberside and Durham
Frankfurt (LH & AZ), Heathrow (AZ) and Brussels (AZ) appear to be the only non-Italian destinations with sporadic, infrequent service to/from FCO in the last few days.
