I can't help but think the "transition" from Oscar to Kirby is a big part of the lack of communication. Oscar learned (the hard way) from the Dao incident that a speedy, definitive response is required. I get the sense that with Oscar being a lame duck CEO, Kirby is running the ship on all future decisions. As such, he will kick the can down the street as long as he can hoping to not give a thing to motivate elites to stick with UA. When something is done, it is likely to be a shadow of what DL just announced.
