As soon as I asked I knew the answer -- * Gold travelling on an international ticket has access to the lounge. As a US CP I'm also * Gold and it was an international ticket.

Bingo, should be true even if you arent on the upgrade list. As a *Gold on an international itinerary you should be able to get into any *Gold lounge. Not all lounges of all members are designated as such but most are. It is one of the great benefits of *Gold status.
