Santa Barbara Airlines of Venezuela (S3, they do many domestics and some int'l flights to Spain, Miami and C. America) has smoking rows and so do a number of ex-USSR airlines. It's definitely more than 'one or two' (unless of course you were already making loose use of the term). I don't know whether they offer smokies, tho. I am not a regular smoker, but a cigar can keep great company to a good meal.
