Indeed that is correct, and in court cases a few years ago BA said that these surcharges had no linkage to the price of fuel, and that it was effectively a commercial decision in terms of the amount of the surcharge. In a way we see that now anyway. Once in a while BA do actually reduce the surcharge, they got rid of it altogether for European short haul several years ago. And when they do sales, and have an eye catching lead in price, they typically make it a £1 base fare and thus cut the surcharge to get to the relevant eye candy.
