Definitely not all. Most of them are corporate. The major exception is airports in Western states - Montana, Wyoming, Idaho, Utah (except SLC) are almost all run by a company called Overland West, which has better service and selection than Hertz corporate locations. Everywhere else in the country, franchises are few and far between.
