Today, I attempted to call Singapore Airways Contact Center to get a refund for my cancelled flights. My call connected right away with no wait time. There was a problem that I could hear background noises but could not talk with the agent. I hung up to recall and while I was doing this, Singapore Contact Center called me back. I had no problems with getting a refund for my (non refundable fare) business class ticket. I did not complain that it may take up to 46 weeks to receive the refund to may credit. how did you buy the ticket? thru travel agent or direct to them?
