Besides authorizations, crews, ground support/maintenance (certified CAA/EASA), availability of spare parts, airport set-up in BA's systems and BA's systems set up in the local CUTE equipment... nothing. Starting up a new route isn't easy or immediate.
Qatar seem to have opened a brand new station (which they have never operated to before @ BNE) with catering which BA can not provide currently, ground services and manage crew.
BA seem not have the foresight to re route a flight to many stations they could have used or to think outside the box which represents everything BA has become over the past few years.
On the plus side the UK foreign office has been doing a good job keeping as many airlines routes to the UK open as possible.
