In the past I have done this on personal cards by simply SM Chase. I have done the same thing with AMEX via chat. Not sure about biz cards but I seriously doubt this would raise any red flag - everyone knows how the travel bookings are canceled, and if lucky enough, got refunds back to original form of payment.
What you are trying to do has NOTHING to do with the poster in that 2016 thread mia linked to - it is NOT a "balance transfer" in the sense of the real "balance transfer". All you need to do is to tell Chase you have a credit balance on one card which you do not see to be able to use in the next several months (no travel) while you have outstanding balance on another Chase card you need to pay, Can they please transfer the credit owed on one card, to the other card for offsetting amount owed the bank?
Right now I am waiting for a response on exactly same thing - transfer the exact $ from a CSR to an IHG card which I owe $. I have not received a response yet - but on Chase website it has already warned customers that SM will take longer than 24 hours to get a reply. They are not only overwhelmed by requests of all sorts, but the team handles this MAY have members be subj to quarantined therefore short-handed also.
I were you, I would just send an SM and let things work thru the system. Else, your credit balance will turn into a check mailed to you AFTER no activity on the card for 2 billing cycles.
