This part seems to be an occasional occurence that gets raised on these boards. I had a similar experience in AMS where the
queue attendant asked me to go to the Y desk even though there was no one else in the Business queue. Luckily only 1 person in the Y queue so I wasn't worried. I've also had to point out which lounge I can use.

You'll hear similar tales by all the airlines so I don't think it's just BA.
