To my knowledge, Chase does not issue consumer cards in those countries, they are primarily a USA issuer.

Business cards have fewer statutory consumer protections than personal cards. Issuers assume that, as a business, you will first attempt to resolve any problem directly with your vendor. Unless you have an unauthorized transaction the card issuer is not going to be as helpful as they might be on a personal card account. What do you need to dispute?
