In the case of a flight cancellation by the airlines(no matter what the cause is),Article 5 obliges the operating air carrier to offer the passengers the choice among:
a)reimbursement(refund);
b)re-routing at the earliest opportunity,or

He said the voucher's still pending and that I should receive in the next few days. Regardless of the cancelled flight, they are only offering me the voucher good through 12/31/2020. If flight is cancelled, you can refund. I just called IB this morning hold times was only a couple of minutes. All my flights were cancelled. Agent started refund process without any hassle.
My ticket was originally issued by Orbitz and Orbitz have been useless. They insist they can only change and can't do refunds so you will have to call IB for a refund.
IB is pushing for voucher option but refund is allowed based on their schedule change rules. Once you request a voucher, you will not be able to refund it if you change your mind later.
