I'm not an expert but I believe the US DOT rule requiring refund for a flight the carrier cancelled ("regardless of reason") applies to all ex-USA fights purchased at a USA POS even on foreign carriers. I could be wrong, but it's at least worth a try.

"Cancelled Flight – A passenger is entitled to a refund if the airline cancelled a flight, regardless of the reason, and the passenger chooses not to be rebooked on a new flight on that airline."
Try quoting that at the airline and if they still don't budge, try filing a DOT complaint or possibly a credit card purchase dispute
But I don't think that the Chase travel insurance that is the topic of this thread is going to cover you here.
