United is currently not waiving the redeposit fee until the ticket expires (12 months after issuance, unless they choose to extend them).

UA could choose to waive the fare difference, although there's no guarantee that they'd do so. You could ask, though.

Yes. UA is bound by DOT regulation, regardless of the nationality of the passenger. I've never even been asked if I'm an American when I've filled out a complaint.
UA is also bound by appropriate Transport Canada regulations on sector(s) departing Canada. I'm not familiar with TC's regulations, but it's worth perusing them if they're applicable to you.
