Don’t think they will - else why would the Singapore government specifically mention the ban on foreigners “transiting”. They don’t want potential foreigners who are coronavirus carriers to mingle with locals - and these include the staff working at the gate that man the luggage scanners pre boarding, and ground crew who check boarding passes, cleaners, etc.
