I can only say that less than a week ago I changed plans due to a country reportedly closing it's borders to me and thus sat with the airline lounge staff looking at options. Nothing looked at came from any national authority, airport commitee or airline itself. Timatic was god and the government guidelines were advisory. There may well be a theoretical information route as you describe, but in practice what happened last week is the SOP.
