You need to stay on top with AMEX especially after this much time has passed. A friend was in similar situation - after 12 weeks still not seeing his cert, he called AMEX again and his cert was posted 3 days later.
You simply cannot rely on AMEX when there is a glitch in its system, to have the stuff automatically taken care of. They have to manually handle it, and often things fallen into crack.
The good news is, your cert will have an expiration date much later than it originally would - like one year from the date it finally is posted.
