Apparently it thinks so. Or you can file a DOT complain.

Apparently AA and UA have already been doing that. UA would not even refund a refundable ticket. DL just follow suit.
As less than 2 weeks ago DL not only refunded on customer's request to cancel but waived the fee charged on 3rd party booking (see upthread). Now as the situation gets more dire by the hours, airlines change their mind - they want to keep the money they already take and count on spoilage.
Sometimes seeking bargains in unusual times can backfire badly.
