Haneda has a few direct options still operating to/from London so it's a reasonable choice.
As mentioned above, Australia is not on Japan's quarantine list at the moment and transit passengers do not pass through quarantine checks.

Note: Japan requires proof of onward travel, so if you're booking her on 2 tickets, she might need to show proof of a ticket departing Japan at SYD check-in.
