So I contact a local Delta center but what I heard was a tremendous price gap.
What I know from common sense is that when before departure and want to change I/B ,
fare is retrieved from the ticket issue date and tax/YQ/fee needs to be adjusted to new ticketing date.
But Delta said, regardless of changing O/B or I/B, when you want to change b4 dep, the fare is adjusted to new ticketing date.
Is Delta agent wrong or am I wrong??

Actually it depends on a few factors.
1. Do you meet the advance purchase requirements of the new flights for original fare?
2. Does your new flight change meet min/max stay requirements?
3. Does your new flight meet day/time provisions?
4. Does your new flight meet seasonality?
5. Does new flight/possible fare meet combinability of original fare?
These are some of the things that we look at when tickets are being reissued. Any of the above conditions that are not met could result in the complete "start from scratch approach"...otherwise normal recalculation of return fare component only.
