I recommend the Velaa if you don't have the budget constraints. (Velaa is a little pricey) I also recommend One&Only if you like walking on the beach or swimming in the lagoon. The food quality and service at Velaa should be better than One&Only, However, One&Only can competitive with Velaa in other respects (Villas, Beaches, Lagoon, Ocean) and not too expensive as Velaa. Soneva Jani and The Nautilus are also our good experience in the Maldives. Soneva Jani is an eco-friendly resort with natural environment with magnificent lagoon views. Nautilus is the most private and luxury place, the best beautifully designed villas and have good house reef for snorkeling. Both of them are amazing and worth a visit.

If Nautilus is a bit too much for your budget, I would recommend Milaidhoo. Just got back, and it checks all the boxes. Food was great, and snorkelling spectacular. Run by the same company as Nautilus, just a somewhat lower price point (in the everything is relative category).
