Have you considered Eilat, Israel?
It is on the Red Sea and there is diving year-round. At the same time, however, after October the weather in the rest of Israel will be cool and you can do your sightseeing in the center and the north of the country. (Flights between Eilat and other parts of the country are very inexpensive.)
