Its a bidding process, you make your bid, you get exclusive ATM access. Last bid was a 5 year contract in 2017.

Page 91 shows the exact location of every ATM at SFO.
Page 118 shows the requirments as follows:


Required
Tenant shall install and operate, and maintain ATMs, and provide:
 Dispense United States currency in $20 bill increments from checking and savings accounts,
and dispense $20 in bill increment cash advances from credit accounts.
 Provide access to the following networks and credit cards: AFFN, American Express, Cirrus,
Discover/Novus, Maestro, MasterCard, NYCE, Plus, Pulse, Quest, and Star.
 Provide a written receipt of each transaction, or have one sent electronically via Tenant
cardholder’s email.
 Provide display function on user operation.
 Display transaction fee/surcharge information.
 Surcharge shall not exceed $2.50 for each non-bank member card holder transaction.
 Post a toll-free number for customer service inquiries.

Optional
Tenant, at its own option, on a nonexclusive basis, may:
 Allow bank member cardholder to inquire on balances of checking, savings and line of credit.
 Allow bank member cardholder to make electronic payments to credit accounts from
checking and savings accounts for bank member cardholders.
 Deposit U.S. currency to Tenant’s cardholders’ checking, savings and line of credit accounts
to full function ATM only. Tenant must show proof that it is a Federal Deposit Insurance Corporation (FDIC)-insured national or state chartered bank and must remain FDIC-insured to provide the deposit service.
 Provide automated teller assistance unit.
 Dispense gift cards issued or approved by the Airport.

Also, off topic, but vaguely interesting, according to the lease agreement you can not run an outlet or resale business at SFO, nor have a going out of business sale.
