I tried to contact the third party travel agent through which I booked the flight and they were only able to offer a partial refund. I don't understand why I should pay a portion if I paid for a service/product and cannot even receive said service/product. If there was no travel ban and I was just afraid to go, I can completely understand why I would not be entitled to any refund, but I feel as though this is a completely different scenario with this ban.
Sorry but there is no 'obviously' about it. Many flights can and will still operate as there will still be qualifying US citizens wanting to be flown back to the US and Europeans wanting to fly back to Europe,
Air Europa is not offering refunds but is offering a credit towards a future flight or a change of date. Your Travel Agent can only offer you either of those unless the flight is actually cancelled. Just becuase other airlines are offering refunds does not mean they all will/
Travel Agents can charge their own fees on top of an airlines. Even if Air Europa was offering a free refund your travel agent can (and will) charge you their fees.
As to a charge back it would depend on their terms of the card. You could speak to them in general terms about what help they can offer.
