The FCO advice is important in terms of your insurance and medical cover, but it's not a prohibtion from travelling. You will get an eVoucher certainly to cover the flight, the car hire may be inflexible, so that is one for travel insurance. You don't need to call up, just fill in the form (and step by step instructions are in the Buy with Confidence thread).
