In the case of all flights being cancelled do BA provide accommodation etc? I have accommodation but its at least two hours away from any major airport. I could stay there but my issue is the transport... I need a hire car to get around the locality and also to and from the airport.

As long as you are in PHL before monday night you should be ok and not subject to any restrictions,
Reurning, you will not need to transit one of the 13 it is only US citizens from the restricted zones entering the country that use that.
in the case of all flights being cancelled, car rental companies are used to IRROPS so if you let them know that you will be dropping it at a different airport wherever you end up flying from . BWI, IAD,JFK,EWR are all within a couple of hours drive and PIT, BOS, ATL, RDU,CLT ORD,YYZ are all a short flight away
