Call the Diamond customer care line. They'll take care of the cancellation and refund as it is covered by Hilton's recently-released COVID-19 cancellation policy update.

The hotel front desk clerk likely hadn't been made aware of the policy change.
The new policy says non-refundable is refundable only if 24 hour notice is given, as the OP was told.
  • Existing Reservations. All reservations – even those described as "non-cancellable" (“Advanced Purchase”) – that are scheduled for arrival before April 30, 2020, can be changed or cancelled at no charge up to 24 hours before your scheduled arrival.
