Nothing; flights haven't been halted. But they'd be fined extensively for every ineligible passenger they allowed on board -- so they could basically only transport US citizens and green-card holders once the Europe ban takes effect.
And they can theoretically fly everyone OUT of the U.S. and just can't bring most of them back (of course, the inability to return will make most pax hesitant to leave, unless it's an emigration or other intentional one-way trip).
