It only affects the Schengen countries. So EU member states IE, RO, BG, HR and CY are exempt from the ban, while non-EU member states IS, NO, CH&LI are included in the ban.
All other non-EU member states not mentioned above - and here I am counting the UK as a non-EU member state (they were never in Schengen, which is the only thing this ban references) - are also not affected by the ban.

As such, EI can still fly from IE to the US, but you can expect transatlantic demand to dry up even further, also from the UK, such that only a trickle of flights will operate during the foreseeable future.
