Well, I feel dumb now.
I booked a ticket under this policy thinking that it meant it would be fully refundable (based on the blog post and other articles about it). Now I find out that they are only waiving the cancellation fee, and not offering a refund -- the credit will be stored and usable towards a future flight. Doh.
