I hope this is good news. Chinese airlines in the past have been notorious about not providing compensation for delays (e.g. meal vouchers or even putting up pax in lodgings)---there's an old joke that CAAC (the old Chinese civil aviation organization that ran everything from ground control to the actual airplanes) stood for "Chinese Airlines Always Cancel".

Granted, they aren't always obligated from a legal standpoint to provide such amenities, but doing so would engender a lot of customer goodwill.
