Actually, I disagree about with respect to Italy. Apart from China (and Iran, though we know little about that and it isn't really a factor for United), Italy is clearly heads and shoulders above everywhere else in terms of COVID and has been for a while. It's interesting that they were super quick to suspend HKG service (vs. China) despite the fact that the virus has seemingly been fairly well-controlled there. At this point, Italy itself has quarantined itself, so not sure why United is delaying...
